"How the Contract DOES NOT Work For You" - Second Semester Transfer Dates

Posted on March 7, 2010  •

The Current Board/Union Agreement has been changed affecting the second semester transfer dates for all CPS teachers. Prior to the 2007-2012 contract negotiated by Marilyn Stewart, teachers had until July 15th of each year to transfer out of their schools without the authorization of their principals.

This was extremely accommodating to our members because they had over a month after the school year ended to encourage new principals that they could be assets to their schools.

2007-2012 CTU/BOARD Agreement

42-1 states in part: Teachers may transfer effective the end of the school year without the consent of their current attendance center principal only when the Department of Human Resources receives the administrative transfer request signed by the receiving principal between seventy-five (75) and thirty (30) days prior to the conclusion of the school year.

Simply, this change in the contract provides a teacher’s current principal transfer information, before he/she transfers out of their existing school. The privacy of personal reasons or one of our members being unhappy in their teaching assignment is exposed. This allows the current principal/administration anywhere from 75 to 30 days preceding the end of the school year to retaliate against our members before the transfer becomes official. Damaging effects against tenured and probationary teachers could include the initiation of disciplines and negative evaluations.

Don’t principals have enough control over our members and their position numbers? What did we get in exchange for this giveback?

What were Marilyn Stewart and her negotiating team thinking when they agreed to this provision?
